Bre Carmichael is the HR Generalist for Arcan Capital, where she plays a key role in fostering a strong and engaged workforce. With many years of experience in human resources and a proven background in talent acquisition, learning management systems, and employee retention, Ms. Carmichael brings a wealth of experience and strategic insight to her role.
Before joining Arcan Capital, she developed deep expertise in customer service, leadership, and operations management through more than ten years in the grocery industry, including leadership roles with Kroger and other major chains.
Her focus on aligning people and culture with organizational goals helps ensure Arcan Capital continues to attract and retain top talent. Through her efforts, the company is well-positioned to deliver exceptional service to both residents and investors.

Ashley Boyd is Director of Private Markets for Arcan Capital. She oversees operations at multiple assets where she is in charge of performance and procedural compliance. Mrs. Boyd is a training specialist and an expert in property operations and value-add conversions.
Mrs. Boyd boasts over a decade of property management experience. Prior to joining Arcan Capital, she began her career as an assistant property manager. Once joining Arcan, she quickly advanced to the role of property manager where she oversaw the full life cycle of a value-add property from acquisition through disposition. She has successfully overseen interior renovations and capital improvement projects while maintaining a high occupancy in all her assets.
Mrs. Boyd received her Associates Degree in Business Management from Southern Regional Technical College and holds certifications in Small Business Management and Human Resources.
Oversees operations in Georgia and Alabama. 20+ years in property management; specialist in team building, training, and operations.
Arabela Lopez is a Regional Director for Arcan Capital, overseeing operations at multiple assets in Georgia and Alabama with responsibility for performance and procedural compliance.
She began as a lease-up specialist in metro Atlanta, raising traffic and occupancy at distressed properties. She progressed from leasing agent to manager, winning numerous awards at leading property management firms, and later reduced delinquency, drove rent growth, and built stable teams at Arcan.
Mrs. Lopez has over two decades of property management experience and holds an Associate’s Degree in Psychology and Business Management from ELAC Technical College.
Oversees performance and asset management. A decade managing multi-billion-dollar portfolios; expertise in acquisitions and underwriting. Former U.S. Army paratrooper.
Luke Mills is the Asset Director for Arcan Capital. Mr. Mills oversees all performance at Arcan and supervises the Asset Management Department, working directly with property management to deliver exceptional results while adhering to strategic objectives.
He spent a decade with regional and national multifamily investment groups, managing portfolios totaling several billions in assets and leading the acquisition of over $300M of multifamily assets.
Mr. Mills earned a BBA in Finance and Management from Columbus State University’s Turner College of Business. He previously served 7 years as a Paratrooper in the 82nd Airborne Division, deploying three times in support of Operation Iraqi Freedom.
Leads tenant satisfaction, investor management, and staff experience; 20+ years of hospitality and customer service leadership.
Izabella Jones is the Experience Director for Arcan Capital, ensuring tenants, team members, visitors, and all who experience the Arcan platform have the best experience possible. She oversees tenant satisfaction, investor management, and employee retention efforts by working directly with property staff, tenants, vendors, and investors.
She previously specialized in customer service and operations management, including a decade overseeing front office operations for an Atlanta hospitality group and nearly a decade in the airline industry—bringing 20+ years of hospitality experience and culture-building expertise to Arcan.
Ms. Jones attended Wichita State University and holds an associate’s degree from Chattahoochee Technical College.
Operations, management software, and value-add conversions specialist; oversees multiple assets in the Carolinas.
Samantha Richardson is the Management Systems Director for Arcan Capital. She oversees operations at multiple assets in the Carolinas, in charge of performance and procedural compliance. Mrs. Richardson is a training specialist in property operations, management software, and value-add conversions.
She began her career as a leasing agent at a Tax Credit property and was promoted to manager within 6 months, later overseeing multiple assets where she increased income and occupancy while improving tax credit compliance—achieving 100% compliance multiple years over. At Arcan, she progressed from property manager to area and now regional roles.
Mrs. Richardson boasts more than a decade of experience in property management and has spent a majority of her management career with Arcan Capital.
Provides operational oversight and financial analysis across Arcan’s multifamily portfolio, ensuring performance and consistency.
Sulem Rivara serves as an Area Manager at Arcan Capital and boasts more than seven years of experience in the multifamily housing industry. Since joining Arcan Capital in 2019 as a Property Manager, she has demonstrated exceptional leadership and analytical skills that have propelled her into key corporate roles.
Sulem provides both operational oversight and strategic financial analysis, overseeing accounts payables and receivables, managing vendor partnerships, and supporting property performance across multiple communities. She plays a vital role in property acquisitions and sales, contributing to seamless takeovers and successful transitions.
Collaborating closely with on-site teams, Sulem ensures that Arcan Capital’s values, culture, and commitment to excellence are consistently reflected in every community.

Carter Rathore is a Senior Analyst at Arcan Capital with a strong foundation in financial analysis and strategic insights. A proud graduate of the University of Georgia, he earned a degree in Finance from the Terry College of Business. He brings a data-driven mindset and a detail-oriented approach to support key decision-making and drive business performance.
Mr. Rathore specializes in underwriting, forecasting, and asset performance modeling, providing critical insights that shape Arcan’s investment strategies and operational outcomes. His analytical precision and commitment to excellence help ensure that each investment aligns with the firm’s financial and operational objectives.
Mr. Rathore received his Bachelor of Business Administration in Finance from the University of Georgia.

Guillermo Perez is the Regional Maintenance Supervisor at Arcan Capital. Mr. Perez is responsible for maintaining the physical condition of portfolio assets and oversees all preventive maintenance initiatives. He began his career with the company as a Maintenance Supervisor, where he quickly demonstrated exceptional technical skill and leadership.
Over time, his role expanded to include oversight of renovation projects across multiple properties, ensuring each met Arcan’s high-quality standards. He has since advanced to Regional Maintenance Supervisor, where he manages and trains maintenance personnel company-wide.
Originally from Venezuela, where he earned a degree in engineering from Universidad Fermin Toro, Mr. Perez has been a valued member of Arcan Capital for six years. Guillermo is dedicated to maintaining operational excellence, resolving complex maintenance issues, and ensuring resident satisfaction across all portfolio assets.
Brings over a decade of multifaceted real estate experience across office, retail, industrial, and multifamily sectors.
Jerren Cooper is a Corporate Analyst for Arcan Capital and has over 10 years of real estate experience spanning office, retail, industrial, multifamily, and more. His diverse background enables him to bring a holistic understanding of property performance and market dynamics to the firm’s analytical efforts.
At Arcan, Mr. Cooper supports underwriting, portfolio analysis, and strategic reporting to enhance asset performance and operational decision-making. His comprehensive industry knowledge allows him to identify opportunities and risks across a range of property types.
Mr. Cooper holds a Bachelor of Science degree from Middle Tennessee State University, where he majored in Advertising and Business, and earned his Master of Business Administration with a concentration in Marketing from Nova Southeastern University in 2020.

Formerly a Director of Sales and CEO for national and regional breweries, Mrs. Cheng possesses a deep understanding of strategic business development and leadership. Her experience across industries shapes her ability to identify and capitalize on market opportunities.

Katt Caceres is an Area Manager with Arcan Capital. She oversees operations across multiple assets throughout the Southeast region, where she is responsible for driving performance, supporting site-level teams, and ensuring procedural compliance. Ms. Caceres plays a vital role in maintaining high occupancy rates, optimizing operational efficiency, and managing expenses across her portfolio.
Ms. Caceres began her career in property management immediately after graduating high school and has been with Arcan Capital since 2019. Her dedication and leadership have earned her a key management role, where she supports on-site managers, oversees day-to-day operations, and contributes to the overall success of the properties under her direction.
In addition to her operational responsibilities, she leads the onboarding process for new hires, helping them integrate seamlessly into the company culture and policies.

Stephanie Velasquez is an Area Manager with Arcan Capital, where she began her career as a Floating Manager. She currently oversees multiple properties across Georgia, Alabama, and Florida, managing day-to-day operations, staffing needs, and marketing strategies. In addition, Stephanie serves as a Training Specialist, supporting all properties within the Arcan portfolio.
With over 16 years of property management and real estate experience, Stephanie brings deep expertise in Tax Credit, HUD, and Workforce Housing programs. Her background also includes real-estate sales and single-family foreclosure management. Stephanie excels in team development, performance evaluations, and driving momentum within staffing processes.
She is highly skilled in property file auditing and research, ensuring compliance and operational excellence across all communities she supports.
Oversees development and compliance for Arcan. Formerly managed a Metro Atlanta family office with multimillion-dollar investments.
Carrie O’Brien is a Partner at Arcan Capital and oversees all development activities and compliance associated with investment and property management activities for the firm.
Prior to joining Arcan, Mrs. O’Brien spent over a decade as the general manager of a family office in the Metro Atlanta area. During her time in management, she oversaw operations and was actively involved in the selection and management of multi-million dollar investments and development in real estate, businesses and financial markets.
Mrs. O’Brien received her Juris Doctorate from Georgia State University College of Law. She also holds a Bachelor of Business Administration in Real Estate from Georgia State University.

Steve O’Brien is the Co-Founder of Arcan Capital. He determines the firm’s investment strategy and oversees financial performance and reporting.
He has acquired more than 60 assets totaling nearly $1B in value, including the placement of over $400M in debt financing from Fannie Mae, Freddie Mac, HUD, bank, and insurance sources. Prior to Arcan, he was with CBRE, participating in acquisition, structuring, underwriting, management, and sale of several billions in assets across multifamily, office, retail, industrial, and residential.
Mr. O’Brien received a BBA from Emory University’s Goizueta Business School with depths in Finance and Marketing. He is a licensed real estate broker in GA, NC, SC, and AL.
Oversees acquisitions, operations, and financial reporting. Expert in multifamily asset management and financial systems.
Emily Patton is the Managing Director of Arcan Capital. Ms. Patton oversees the acquisitions, financial operations and accounting functions for Arcan Capital.
Ms. Patton has been responsible for the identification, acquisition, management and reporting of over 30 multifamily assets totaling nearly $500 million over the last decade. She is an expert in financial reporting and multiple property management software systems. Ms. Patton has underwritten and acquired over $500 million in multifamily assets in the Southeastern United States and is an integral part of Arcan’s due diligence, acquisition and operational processes.
Ms. Patton received her BBA in Finance from Kennesaw State University’s Coles College of Business. She is a licensed real estate agent in Georgia.
Arcan’s chief legal advisor and strategic partner to senior leadership. Admitted to practice in Georgia and California.
Noah Abrams is General Counsel at Arcan Capital, serving as the company’s chief legal advisor and strategic partner to senior leadership. He oversees all legal matters and provides guidance to ensure Arcan’s investment strategy and property management operations are legally sound and aligned with corporate objectives.
His responsibilities include corporate governance, risk management, and compliance with federal, state, and local regulations, including fair housing, environmental, and employment law. He also manages litigation and dispute resolution for Arcan, ensuring the company’s operations are conducted with integrity and in compliance with applicable laws.
Before joining Arcan, Mr. Abrams served as an Assistant United States Attorney for the Southern District of Georgia and as an Assistant District Attorney in Chatham County, where he tried more than 40 felony jury trials to verdict. As the district’s Crisis Management Coordinator, he led the development and execution of the Critical Incident Response Plan to ensure timely and effective responses to major events.
Mr. Abrams earned his Executive MBA from the University of Georgia’s Terry College of Business, his Juris Doctor from the University of San Francisco School of Law, and his Bachelor of Arts in Philosophy and English from Vanderbilt University. He is admitted to practice in Georgia and California.

As Chief of Staff at Arcan Capital, Christina Million works directly with company leadership on a variety of strategic efforts. She is responsible for critical family-office functions and daily business operations, including oversight of property development and marketing teams.
Ms. Million leverages over two decades of executive experience, transitioning from a highly successful career in non-profit leadership. For more than 20 years, she served as a non-profit executive, heading alumni relations and development for two major public research universities. This deep background has provided her with extensive expertise in advertising, marketing, and communications across both corporate and higher-education sectors.
Ms. Million earned her Master of Science in Marketing from Georgia State University and holds a Bachelor of Business Administration in Marketing from Auburn University’s Harbert College of Business.

Earlier, he was on the senior management team at Bedrock Advisors, LLC, a New York–based family office with $1.1B AUM, co-managing two funds of funds with $100M in assets.
Mr. Lorber received his BA and his Master of International Affairs from Columbia University, focusing on international structured finance and CMBS. He also completed coursework in real estate finance at NYU.
